The recent announcement of the Bishops of England and Wales has clarified his dicastery them "in the Roman Rite, which is held either in the form of the liturgy, the Festival of obligation should be held in common, "has given rise to a lot of confusion and some concern among our members.
While we most certainly want to maintain and express the hierarchical communion with our bishops and through them our unity of faith with our brothers and sisters in faith, there are a number of pastoral reasons, not least the hope of reconciliation with those in a regular no relationship with the Church, which suggest that this issue is not interpreted with a rigor that confuse or scandalize our weaker brethren.
It also appears that the statement of the Bishops of England and Wales did not take sufficient account of the liturgical laws intrinsic to the liturgical books used in 1962. Therefore, for the good of souls and the preservation of charity, on behalf of The Latin Mass Society of England and Wales, ask your authoritative clarification on the following points:
I. The legitimate use of the liturgical books used in 1962 decreed by the sovereign pontiff in Summorum Pontificum includes the right to use the calendar intrinsic to these liturgical books.
II. That, while according to Canon 1246 the Episcopal Conference with the approval of the Holy See legitimately transfer the holiday of obligation or remove the obligation of the Parties, it is legitimate to celebrate Mass and the Office of those parties in the days prescribed in the schedule of the liturgical books used in 1962 with the clear understanding that, according to the legitimate decision of the Episcopal Conference, there is no obligation to attend Mass on those days.
III. That, in accordance with nn. 356-361 of general Rubricae Missalis Romani 1962, is appropriate to hold the external solemnity of the Holy Days on the Sunday which have been transferred by the Episcopal Conference, as has been customary in many other countries so far.As the task of compiling the Ordo for 2009 falls on us, would be grateful for clarification of His Eminence of these questions as soon as possible.

Dear Mr. Chadwick,
I acknowledge receipt of your letter of July 3, 2008 in which raises certain questions pertaining to the holidays of obligation. In the first instance
wish to point out that the question of the liturgical calendar continue to use the liturgical books of the extraordinary form of the Roman Rite is a [issues] will continue to be studied by this Pontifical Commission. Therefore, these responses should be without prejudice to some subsequent clarifications that may be made eventually by this Pontifical Commission.
With regard to your question we can say that:
1. The legitimate use of the liturgical books used in 1962 includes the right to use the calendar intrinsic to these liturgical books.
2. While in accordance with Canon 1246 § 2 of the Code of Canon Law the Conference of Bishops can legitimately transfer the Feast of obligation to the approval of the Holy See is also legitimate to celebrate Mass and Office of such Party on prescribed days in the calendar of the liturgical books used in 1962 with the clear understanding that, according with the legitimate decision of the Episcopal Conference, there is no obligation to attend Mass on those days.
3.
